Position Type: Regular Full-Time


Position Objective:

Hotel Dieu Shaver has received Ministry of Health approval to proceed with Stage 1.3 planning for the construction of a new inpatient building to house an additional 62 beds over current capacity, bringing our inpatient bed total to 196.  The new building will be constructed on our current site. 

The Project Director will be responsible for providing leadership, co-ordination and overall direction and guidance for the delivery of the New Inpatient Building project including management of the project team, including both internal and external resources; directing the planning, design and management of the project; facilitating project approval processes through internal committees, the Ministry of Health (MOH), and other Authorities Having Jurisdiction; acting as lead project representative and directing the work of external partners including consultants, contractors and Infrastructure Ontario (IO); working collaboratively with a wide variety of front line and management staff and project stakeholders to ensure project deliverables and timelines are met.

HDS is embarking on the largest capital expansion in its history. A New Inpatient Building will be constructed on the current site housing 194 beds for rehabilitation, complex care and palliative inpatients to serve the needs of all of the Niagara Region.  

The successful candidate will:

  • Have overall responsibility for the management and delivery of the new Inpatient building project in accordance with the approved project vision, scope, budget, schedule, and quality and timeline specifications.
  • Ensure appropriate resourcing of the project team, overseeing all procurement requirements and processes, and engaging consultants.
  • Act as HDS representative and prime contact for external partners, including the MOH, IO, and all project consultants.
  • Provide regular ongoing reporting to HDS Leadership, Board, IO and MOHLTC on project status, cost, schedule and risks.
  • Lead HDS team to obtain key approvals from Hospital Leadership, Board, MOH and IO for development and Issuance of RFQ, RFP, Selection of Preferred Proponent, and entering into Project Agreement.
  • Lead the HDS team through municipal approval processes for Zoning, Notice of Approval Conditions (NOAC), Niagara Escarpment Commission and Site Plan Approval.
  • Work with Clinical Leadership and other hospital stakeholders to identify the best design solutions for the project.
  • Identify and facilitate resolution of project issues, escalate to Senior Leadership/Project Steering Committee as required.
  • Lead the project team in the development of the PSOS, RFQ and RFPs through Infrastructure Ontario AFP Process based on clear familiarity and understanding of procurement requirements.
  • Understands contract law and the Broader Public Sector Accountability Act and Directives so as to develop and implement strategies to effectively manage contracts and negotiate changes/variations to contract agreements.
  • Exhibit interpersonal skills sufficient to maintain effective working relationships with hospital staff, patients, families, consultants and outside contacts.
  • Display the ability to work in a manner that exemplifies the core values of Hotel Dieu Shaver Health and Rehabilitation Centre.

Our ideal candidate will possess:

  • An undergraduate degree in Architecture, Engineering, Business, Project Management or relevant field, master’s degree preferred.
  • The Project Management Professional (PMP) Certification, is preferred.
  • A professional designation in the field of Architecture or Engineering preferred.
  • A minimum of 10 years’ experience in capital/construction project leadership required, preferably with large-scale, complex projects in a healthcare setting.
  • Demonstrated experience delivering AFP projects, with specific experience leading the technical development of the Project Specific Output Specification (PSOS), RFQ and RFP documents.
  • Demonstrated experience providing strategic leadership in all aspects of project delivery, including functional programming, urban planning, design development, engineering and construction.
  • Ability to direct the work of project team, consultants and stakeholders in a fast-paced, results and schedule-driven environment.
  • Ability to manage complex and concurrent project activities, meet deadlines and manage change is essential.
  • Excellent skills in managing diverse stakeholder relationships, negotiation, consensus-building, communication and interpersonal skills to deal with many different internal and external partners.
  • Experience with contract and administrative management of complex capital projects.
  • Proficiency in both official languages (English and French) will be considered an asset.
